William Monk, a private inquiry agent in Victorian London, enters the unfamiliar territory of the London Docks to investigate the theft of a cargo of ivory. The shipowner's unwillingness to report the theft to the police, and his warning to Monk not to investigate the murder of one of the ship's crew, makes Monk suspicious.
